Innate urge for serving the society is a common phenomenon in all human beings and so is the case with the Kommunity too. This urge sparked the fire in some of our members serving in the government. Mr Arun Kumar Sinha IAS (Retd) was one such a person. He was Principal Secretary, Labour & Planning Department, UP government, in the year 2015. During this period, Mr Heera Lal was posted to the same department as special secretary. Mr Sinha used to meet the Kommunity people every day during lunch time and used to try to solve their problems. Mr Heera Lal, who was keenly observing Mr Sinha, was greatly inspired by his act and passion for serving the Kommunity. So, Mr Lal thought of channelizing the energies of such officials for expanding the area of benefit to the members of the Kommunity and extending the same to them in a structured manner.
It took 3 months for Mr Lal to successfully persuade Mr Sinha to agree to promote this sprit in a systematic manner. Subsequently another officer Mr Pawan Gangwar was included in this drive. A number of meetings took place to discuss every aspect of this motive and finally it was collectively felt that such a system is required for the Kommunity and it is not detrimental to anyone’s interest. Thus, the time for the idea of JS had come.
People and problems are synonymous with each other but there is no solution in sight for no one either knows or cooperates with others. In order to promote this spirit, 40 department wise whatsapp groups were formed. Meetings were convened on all Sundays and holidays to sensitize people about the concept of PSR (Personal Social Responsibility) and to institutionalize this activity. Intensive brain storming exercise was undertaken and an Institution named JAN-SAHYOG (JS) was created.
Through JS people were enlightened about the basic tenets of the concept and endeavors were made to unite the Kommuinty who will dedicate themselves to the service of the Kommuinty.
This entire exercise was based on 10 principles as given below:
Keeping in view the instant interest and enthusiasm of the community in JS, it was felt that albeit the problem solvers (officials) have been brought around (networked) but those who confront the problems reside in the villages.
Therefore, 49 district-wise whatsaap groups were formed to search and connect the Kommunity living in villages. A few meetings were also organized at the district level. The learning’s from these meetings led to the decision of connecting the Gram Pradhan at the district level. It was also decided to educate and empower the Pradhan for successful implementation of GoI (Govt.of India) and state Government Schemes meant for all round development of villages, by using ICT extensively with a view to make each community village a model.
The major responsibility for under taking this programme was entrusted to Mr Munish Gangwar & Mr Vivek Gangwar. Under the aegis of JS, meetings of Pradhans were conducted at Rai-Bareilly (February02, 2017), Bareilly (March26, 2017) and Faizabad (Apirl04, 2017). We found amazing response and demand of such platform in all meetings.
Following schemes were also prepared for the benefit of the Kommunity:
From the above, 3 schemes have already been realised i.e. Problem solving, KICCI, and Village Development through Gram Pradhan.
The implementation of the above schemes was not hassle free but all efforts were not infructuous as a broad and simple platform could be prepared for the Kommunity to look to in case of any need. Members sacrificed their public holidays and contributed their mite under PSR for enhancing the happiness quotient of the kommunity. The above programmes provided an opportunity to members for increasing interpersonal contacts. Members also earned knowledge and learned a lot from the objective and experiences of JS.
The JS is a purely non-political platform in its objectives. It enabled government officials to gainfully utilize their holidays to serve the kommunity under PSR. It was ensured that no one has any objection to its aims and functions. Negativity in any form was not permitted. In order to maintain discipline, a code of conduct was devised and implemented strictly. Special attention was paid to see that the service regulations of the government employee members are not violated under any circumstances. The principles of social service were firmed up and acted upon. Government employee members participated only on holidays so that their service regulations are not violated.
Outcomes:
Since this entire process was not structured and well planned, it has to start afresh in a systematic manner so that all these programmes are conducted flawlessly, rapidly and without any obstruction. Following points are for consideration for metamorphosing the JS from earlier to new version.
Efforts are underway since August 2017 to bring JS into its improved version with intent to operationalize it from November 2017.
